Gleeds provides project management consultancy for first of its kind, public-private partnership (PPP) portfolios in Peru

In July 2024, Gleeds was appointed by Interamerican Development Bank (IADB) to assess, analyse, and design a customised project management strategy for each ministry’s unique portfolio PPP projects.

The creation of OEGEPs (specialised organisms for the management and execution of projects) for the Ministry of Housing, Construction and Sanitation (MVCS) and the Ministry of Energy and Mines (MINEM) is one of the first projects under new Peruvian law requiring all government ministries to set up these types of contracts.

These OEGEPs are designed to monitor, control, and potentially execute PPP projects at a ministry level, ensuring compliance, risk mitigation, and enhanced efficiency across complex and high-stakes public sector projects.

Gleeds is leading the project, working alongside EY and the law firm Rubio Normand Leguia Rubio and leveraging our expertise in project control, PMO establishment, and portfolio management. Our main deliverables include:

  • Setting up an internal PMO within each ministry to manage project portfolios more effectively
  • Creating a PMO structure for overseeing complex PPP projects that varies based on each ministry’s needs and project sizes
  • Providing guidance on project control, monitoring, and best practices in PPP management
  • Supporting ministries in meeting new Peruvian legal requirements for dedicated PMOs.

We needed to understand the unique processes each ministry uses to manage PPP projects, as approaches vary significantly across public organisations. Although Peruvian law now requires ministries to oversee PPP projects through dedicated PMOs, each organisation has its own systems, so our solution had to be flexible enough to meet different needs. Establishing PMOs specifically for public-sector PPP projects is also a new concept in Peru and relatively uncommon worldwide, making this a pioneering yet challenging initiative.
